Narrative:
Aircraft X was a handoff from ZAU wolflake sector. Our LOA says aircraft will be climbing to 15000 ft with ZOB control to climb. Aircraft checked on the frequency climbing to FL210 without coordination by ZAU. I reported the situation to supervisor. In a meeting with quality assurance this incident was idented as an operational deviation.

Title: ZOB CTLR DESCRIBED POSSIBLE OPDEV WHEN ACFT XFERRED FROM ZAU WAS CLBING TO OTHER THEN ALT LISTED IN LOA.
Narrative: ACFT X WAS A HDOF FROM ZAU WOLFLAKE SECTOR. OUR LOA SAYS ACFT WILL BE CLBING TO 15000 FT WITH ZOB CTL TO CLB. ACFT CHKED ON THE FREQ CLBING TO FL210 WITHOUT COORD BY ZAU. I RPTED THE SITUATION TO SUPVR. IN A MEETING WITH QUALITY ASSURANCE THIS INCIDENT WAS IDENTED AS AN OPDEV.
