Narrative:
While working the departure east (drv) position today; I noticed that the ids-4 front page had 'I4' entered for the runway in use at the millington airport (nqa). I asked the supervisor to confirm the runway in use at nqa; and was informed that runway 4 was the active runway. I then asked the supervisor to confirm the approach in use; but the supervisor did not know. I then asked the supervisor to tell me that the 'I' indicated in 'I4' of the ids-4 front page for nqa; and the supervisor said that 'I' was the indicator for 'instrument approach.' several other controllers indicated that the 'I' indicated that nqa wanted aircraft to execute an ILS approach to runway 22; then circle to land on runway 4. There was general confusion as to what approach and runway was in use at nqa. Our ids-4 is a constant source of confusion and misinfo due to the fact that there are multiple individuals entering information into this system. To make matters worse; some runway and approach information is entered into the stars system data area; but not entered into the ids-4.

Title: MEM TRACON CTLR EXPRESSED CONCERN REGARDING FACILITY POLICY AND OR PROC REF THE USE OF THE IDS-4 INFO SYS.
Narrative: WHILE WORKING THE DEP E (DRV) POS TODAY; I NOTICED THAT THE IDS-4 FRONT PAGE HAD 'I4' ENTERED FOR THE RWY IN USE AT THE MILLINGTON ARPT (NQA). I ASKED THE SUPVR TO CONFIRM THE RWY IN USE AT NQA; AND WAS INFORMED THAT RWY 4 WAS THE ACTIVE RWY. I THEN ASKED THE SUPVR TO CONFIRM THE APCH IN USE; BUT THE SUPVR DID NOT KNOW. I THEN ASKED THE SUPVR TO TELL ME THAT THE 'I' INDICATED IN 'I4' OF THE IDS-4 FRONT PAGE FOR NQA; AND THE SUPVR SAID THAT 'I' WAS THE INDICATOR FOR 'INST APCH.' SEVERAL OTHER CTLRS INDICATED THAT THE 'I' INDICATED THAT NQA WANTED ACFT TO EXECUTE AN ILS APCH TO RWY 22; THEN CIRCLE TO LAND ON RWY 4. THERE WAS GENERAL CONFUSION AS TO WHAT APCH AND RWY WAS IN USE AT NQA. OUR IDS-4 IS A CONSTANT SOURCE OF CONFUSION AND MISINFO DUE TO THE FACT THAT THERE ARE MULTIPLE INDIVIDUALS ENTERING INFO INTO THIS SYS. TO MAKE MATTERS WORSE; SOME RWY AND APCH INFO IS ENTERED INTO THE STARS SYS DATA AREA; BUT NOT ENTERED INTO THE IDS-4.
