Narrative:

At D10 we work in a strip-less environment. All we have is the information in the ARTS data tags to vector and sequence aircraft and provide service with. This is fine except that we have information in the 'Y' side scratch pad (information that shows where the aircraft will exit D10 airspace) which is the same for IFR and VFR traffic. This leads to confusion and this confusion has led to at least 2 operrors at D10 within the last yr. The ARTS tags have many informational problems associated with them that lead to confusion. FAA order 7210.3T states that a facility may waive the requirement to use flight progress strips if 'no misunderstanding will occur as a result of no strip usage.' since our data tag information is the same for IFR and VFR traffic this does lead to misunderstandings and; therefore; is a violation of order 7210.3T.

Narrative: AT D10 WE WORK IN A STRIP-LESS ENVIRONMENT. ALL WE HAVE IS THE INFO IN THE ARTS DATA TAGS TO VECTOR AND SEQUENCE ACFT AND PROVIDE SVC WITH. THIS IS FINE EXCEPT THAT WE HAVE INFO IN THE 'Y' SIDE SCRATCH PAD (INFO THAT SHOWS WHERE THE ACFT WILL EXIT D10 AIRSPACE) WHICH IS THE SAME FOR IFR AND VFR TFC. THIS LEADS TO CONFUSION AND THIS CONFUSION HAS LED TO AT LEAST 2 OPERRORS AT D10 WITHIN THE LAST YR. THE ARTS TAGS HAVE MANY INFORMATIONAL PROBS ASSOCIATED WITH THEM THAT LEAD TO CONFUSION. FAA ORDER 7210.3T STATES THAT A FACILITY MAY WAIVE THE REQUIREMENT TO USE FLT PROGRESS STRIPS IF 'NO MISUNDERSTANDING WILL OCCUR AS A RESULT OF NO STRIP USAGE.' SINCE OUR DATA TAG INFO IS THE SAME FOR IFR AND VFR TFC THIS DOES LEAD TO MISUNDERSTANDINGS AND; THEREFORE; IS A VIOLATION OF ORDER 7210.3T.
