Narrative:

Air carrier X; a CRJ2; departed runway 36L. SID specifies left turn to heading 330 degrees at 2.5 DME. Aircraft used procedure for runway 36R and turned to heading 025 degrees at 2.5 DME. Air carrier Y was departing runway 36R at the same time and was turning to 025 degrees side by side with air carrier X. Air carrier Y did not turn transponder on for 4 mi so no altitudes were reported and it was impossible to tell vertical separation. This event occurred within 1 1/2 mi off the departure end of the runway and I can safely assume 1000 ft vertical did not exist.

Title: CLT LCL CTLR DESCRIBED CONFLICT AT APPROX 3000 FT; WHEN RWY 36L DEP UTILIZED RWY 36R PROC DURING SIMULTANEOUS PARALLEL RWY DEP OPS.

Narrative: ACR X; A CRJ2; DEPARTED RWY 36L. SID SPECIFIES L TURN TO HDG 330 DEGS AT 2.5 DME. ACFT USED PROC FOR RWY 36R AND TURNED TO HDG 025 DEGS AT 2.5 DME. ACR Y WAS DEPARTING RWY 36R AT THE SAME TIME AND WAS TURNING TO 025 DEGS SIDE BY SIDE WITH ACR X. ACR Y DID NOT TURN XPONDER ON FOR 4 MI SO NO ALTS WERE RPTED AND IT WAS IMPOSSIBLE TO TELL VERT SEPARATION. THIS EVENT OCCURRED WITHIN 1 1/2 MI OFF THE DEP END OF THE RWY AND I CAN SAFELY ASSUME 1000 FT VERT DID NOT EXIST.
