Narrative:
When we arrived at the airplane the flaps were set to 45 degrees since it encountered moderate icing on the approach into ZZZ. When the deice truck showed up; we told him we wanted type 1 and 4 and that the flaps were at 45 degrees and we were configured for deicing. We also asked him to notify us when he was done with the type 1; so we could set the flaps to 9 prior to the type 4 being applied. After he sprayed type 1 on the left wing; he wanted us to set the flaps to 9 so he could apply the type 4. We asked if he finished deicing the entire aircraft and he stated that he was going to deice the rest of the airplane after he sprayed type 4 on the left wing. When I explained that he needed to deice the entire plane first; and then apply type 4; he seemed confused and told me that he was told to do it this way. After I refused to change the flap setting; someone else comes on the radio a few mins later (supervisor maybe?) and wanted to know what the problem was. After all the deicing was done my 'certified' deicer told me he was 'all done.' getting him to tell me his name; employee number; fluid type etc etc; was like pulling teeth. The deicer asked me to do something that was not in accordance with our deicing procedures. Had I moved the flaps as he asked me to; I would have damaged them since the right wing flaps were still iced up. I refused to change the flap setting and explained that he needed to finish deicing the entire airplane and make sure the flaps were no longer contaminated before I would change the flap position.

WE ALSO ASKED HIM TO NOTIFY US WHEN HE WAS DONE WITH THE TYPE 1; SO WE COULD SET THE FLAPS TO 9 PRIOR TO THE TYPE 4 BEING APPLIED. AFTER ALL THE DEICING WAS DONE MY 'CERTIFIED' DEICER TOLD ME HE WAS 'ALL DONE.' GETTING HIM TO TELL ME HIS NAME; EMPLOYEE NUMBER; FLUID TYPE ETC ETC; WAS LIKE PULLING TEETH. THE DEICER ASKED ME TO DO SOMETHING THAT WAS NOT IN ACCORDANCE WITH OUR DEICING PROCS. HAD I MOVED THE FLAPS AS HE ASKED ME TO; I WOULD HAVE DAMAGED THEM SINCE THE R WING FLAPS WERE STILL ICED UP. I REFUSED TO CHANGE THE FLAP SETTING AND EXPLAINED THAT HE NEEDED TO FINISH DEICING THE ENTIRE AIRPLANE AND MAKE SURE THE FLAPS WERE NO LONGER CONTAMINATED BEFORE I WOULD CHANGE THE FLAP POSITION.
