Narrative:
Poor or non-existent training and oversight by air carrier sea operations is unprepared to properly de-ice aircraft. Communication with de-ice truck doesn't exist and must be coordinated through tug driver. No one answers the radio in sea operations. The de-ice personnel are unfamiliar with de-ice phraseology; procedures and de-ice report readback requirements. The most unprofessional operation I've ever witnessed in commercial aviation. There won't be a next time as far as I'm concerned. The ship won't move until they are trained to ICAO standards. Non compliance with SOP's. Demanded that the de-ice report be read back in full. Take the time and resources necessary to train the individuals properly and give them a radio in the de-ice truck that functions.

TAKE THE TIME AND RESOURCES NECESSARY TO TRAIN THE INDIVIDUALS PROPERLY AND GIVE THEM A RADIO IN THE DE-ICE TRUCK THAT FUNCTIONS.
