Narrative:
On mar/sat/07; pilot was going to fly aircraft in the traffic pattern at ZZZ. Upon listening to the ATIS; the wind was 240 degrees at 14 KTS; which made for an estimated 10 KT direct crosswind component. The PA22 has a demonstrated 14 mph crosswind landing limit. After departure; the tower was reporting winds at 260-280 degrees at 18 KTS; gusting to 24 KTS. Upon approaching to land on runway 18L; 1 notch (20 degrees) of flaps was selected and an approach speed of 70 mph was used. Full right crosswind control inputs were applied (full right aileron and 75% left rudder). Aircraft touched down on centerline; right wing low and was maintaining track with left wheel still off the ground. Brakes were applied to slow aircraft. Aircraft has 'johnson bar' single brake lever that actuates both brakes at once. Upon application of brakes; aircraft slowed and tracked straight until left wheel contacted runway. Left wheel locked up and skidded; causing aircraft to pirouette to the left. Once aircraft pirouetted to the left; crosswind continued to push aircraft towards left side of runway. Aircraft departed runway into grass. A 10 ft deep ditch was 100 ft to left side of runway. Upon seeing that aircraft would likely skid into ditch; full power was applied. Aircraft was configured for short field takeoff and accelerated in ground effect; skipped across the ground and ditch; impacting on the far side. Impact caused the aircraft to become airborne; aircraft slowly gained altitude; avoiding chain link fence; shipping containers and light poles by about 10 ft. Aircraft was allowed to accelerate and climb away. Pilot notified tower that he was back in control of the aircraft; landing on the east/west taxiway J at the airport. Tower requested a simulated approach to see if the aircraft could safely make approach. Emergency equipment was positioned next to taxiway J. Pilot landed aircraft on runway 18L crossways and taxied onto taxiway J to full stop. Winds at the time of landing were 280 degrees at 20 KTS. No damage to the aircraft; airport infrastructure or surrounding community was sustained. Pilot contacted ATC via phone and reported name; phone number. The stated reason was because of possible damaged sustained to landing gear after impacting ground and excessive crosswind. Airport police requested pilot's name and address for administrative purposes. Wind conditions from time of ATIS recording to takeoff had changed significantly and exceeded the demonstrated crosswind landing capabilities of the aircraft and pilot.

THE PA22 HAS A DEMONSTRATED 14 MPH XWIND LNDG LIMIT. AFTER DEP; THE TWR WAS RPTING WINDS AT 260-280 DEGS AT 18 KTS; GUSTING TO 24 KTS. UPON APCHING TO LAND ON RWY 18L; 1 NOTCH (20 DEGS) OF FLAPS WAS SELECTED AND AN APCH SPD OF 70 MPH WAS USED. FULL R XWIND CTL INPUTS WERE APPLIED (FULL R AILERON AND 75% L RUDDER). ACFT TOUCHED DOWN ON CTRLINE; R WING LOW AND WAS MAINTAINING TRACK WITH L WHEEL STILL OFF THE GND. BRAKES WERE APPLIED TO SLOW ACFT. ACFT HAS 'JOHNSON BAR' SINGLE BRAKE LEVER THAT ACTUATES BOTH BRAKES AT ONCE. UPON APPLICATION OF BRAKES; ACFT SLOWED AND TRACKED STRAIGHT UNTIL L WHEEL CONTACTED RWY. L WHEEL LOCKED UP AND SKIDDED; CAUSING ACFT TO PIROUETTE TO THE L. ONCE ACFT PIROUETTED TO THE L; XWIND CONTINUED TO PUSH ACFT TOWARDS L SIDE OF RWY. ACFT DEPARTED RWY INTO GRASS. A 10 FT DEEP DITCH WAS 100 FT TO L SIDE OF RWY. UPON SEEING THAT ACFT WOULD LIKELY SKID INTO DITCH; FULL PWR WAS APPLIED. ACFT WAS CONFIGURED FOR SHORT FIELD TKOF AND ACCELERATED IN GND EFFECT; SKIPPED ACROSS THE GND AND DITCH; IMPACTING ON THE FAR SIDE. IMPACT CAUSED THE ACFT TO BECOME AIRBORNE; ACFT SLOWLY GAINED ALT; AVOIDING CHAIN LINK FENCE; SHIPPING CONTAINERS AND LIGHT POLES BY ABOUT 10 FT. ACFT WAS ALLOWED TO ACCELERATE AND CLB AWAY. EMER EQUIP WAS POSITIONED NEXT TO TXWY J. PLT LANDED ACFT ON RWY 18L CROSSWAYS AND TAXIED ONTO TXWY J TO FULL STOP. WINDS AT THE TIME OF LNDG WERE 280 DEGS AT 20 KTS. NO DAMAGE TO THE ACFT; ARPT INFRASTRUCTURE OR SURROUNDING COMMUNITY WAS SUSTAINED. PLT CONTACTED ATC VIA PHONE AND RPTED NAME; PHONE NUMBER.
