Narrative:

Navigation malfunction. Cleared for ILS runway 19L. At 1500 ft AGL; lost both navigation radios and went around. Vectored for a GPS 19L approach and couldn't slow because of windshear; +/-10 KTS. Broke off the approach and declared emergency and vectored for another approach to same runway. Shot the approach without incident. Red X's on the GS and localizer. Dash lines on the radios. Decided to use GPS for the approach. Callback conversation with reporter revealed the following information: reporter stated that he did not follow up with maintenance on this failure in order to find out definitively what caused it. There was no electrical problem; the ground based ILS was operating normally and the only common item is a communications bus. The radios can be xferred from 1 pilot to another via this bus; and report though possibly the radio bus failed but he does not know for sure.

BROKE OFF THE APCH AND DECLARED EMER AND VECTORED FOR ANOTHER APCH TO SAME RWY. SHOT THE APCH WITHOUT INCIDENT. RED X'S ON THE GS AND LOC. DASH LINES ON THE RADIOS. DECIDED TO USE GPS FOR THE APCH. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE DID NOT FOLLOW UP WITH MAINT ON THIS FAILURE IN ORDER TO FIND OUT DEFINITIVELY WHAT CAUSED IT. THERE WAS NO ELECTRICAL PROB; THE GND BASED ILS WAS OPERATING NORMALLY AND THE ONLY COMMON ITEM IS A COMS BUS. THE RADIOS CAN BE XFERRED FROM 1 PLT TO ANOTHER VIA THIS BUS; AND RPT THOUGH POSSIBLY THE RADIO BUS FAILED BUT HE DOES NOT KNOW FOR SURE.
