Narrative:
Helicopter; in contact with tvc ATCT; is executing a practice ILS approach to runway 28 and is nearing the FAF. The DC9 is still talking to ZMP inbound from the southeast for a visual approach. When the DC9 is 10 mi from the field; it is obvious that he will conflict with the helicopter at the FAF. Both aircraft are at 2700 ft. The helicopter is doing 100 KTS; the DC9 is doing 250 KTS and overtaking from behind. I attempted to contact ZMP; but could get no one to answer the line. I told the helicopter to execute a turn to the north until the DC9 passed him. Because the ZMP turn to final was late; the DC9 overshot the final. While I was able to avoid this conflict; it would not have arisen if tvc had its own approach control.

Title: TVC CTLR DESCRIBED CONFLICT ON FINAL WHEN IFR ACR BEING WORKED BY ZMP OVERTOOK VFR HELI ON PRACTICE APCH.
Narrative: HELI; IN CONTACT WITH TVC ATCT; IS EXECUTING A PRACTICE ILS APCH TO RWY 28 AND IS NEARING THE FAF. THE DC9 IS STILL TALKING TO ZMP INBOUND FROM THE SE FOR A VISUAL APCH. WHEN THE DC9 IS 10 MI FROM THE FIELD; IT IS OBVIOUS THAT HE WILL CONFLICT WITH THE HELI AT THE FAF. BOTH ACFT ARE AT 2700 FT. THE HELI IS DOING 100 KTS; THE DC9 IS DOING 250 KTS AND OVERTAKING FROM BEHIND. I ATTEMPTED TO CONTACT ZMP; BUT COULD GET NO ONE TO ANSWER THE LINE. I TOLD THE HELI TO EXECUTE A TURN TO THE N UNTIL THE DC9 PASSED HIM. BECAUSE THE ZMP TURN TO FINAL WAS LATE; THE DC9 OVERSHOT THE FINAL. WHILE I WAS ABLE TO AVOID THIS CONFLICT; IT WOULD NOT HAVE ARISEN IF TVC HAD ITS OWN APCH CTL.
