Narrative:
We landed (aircraft #1) on runway 31; cleared at taxiway T; partially on taxiway B. Ground control was very congested; it was difficult to get a call in. Aircraft #3 landed runway 31; cleared at taxiway south; turned left onto taxiway P but prior to taxiway T (a high speed). Ground finally cleared us to taxi left onto taxiway B; short of taxiway K. As we started to make the left onto taxiway B; aircraft #2 landed runway 31; was on the rollout; taking taxiway T off the runway. We could see aircraft #2 coming and thought he was going to stop for we were not completely clear of taxiway T yet. Aircraft #2 kept coming on taxiway T and passed behind us at a very high rate of speed. The captain estimated aircraft #2 wing (left) missed our aircraft #1 by 10 ft. Aircraft #2 exited runway 31 on the high speed taxiway T at a high rate of speed between aircraft #1 and aircraft #3 (an rj jet) into a very congested ground traffic area at lga. We could overhear the ground controller scolding aircraft #2. Aircraft #2's excuse was lga tower wanted him to try for 'tango;' other landing aircraft were on short final to runway 31.

Title: A319 TAXIING CLEAR OF RWY 31 AT LGA HAS CLOSE ENCOUNTER WITH FOLLOWING A320 EXITING AT THE SAME INTERSECTION.
Narrative: WE LANDED (ACFT #1) ON RWY 31; CLRED AT TXWY T; PARTIALLY ON TXWY B. GND CTL WAS VERY CONGESTED; IT WAS DIFFICULT TO GET A CALL IN. ACFT #3 LANDED RWY 31; CLRED AT TXWY S; TURNED L ONTO TXWY P BUT PRIOR TO TXWY T (A HIGH SPD). GND FINALLY CLRED US TO TAXI L ONTO TXWY B; SHORT OF TXWY K. AS WE STARTED TO MAKE THE L ONTO TXWY B; ACFT #2 LANDED RWY 31; WAS ON THE ROLLOUT; TAKING TXWY T OFF THE RWY. WE COULD SEE ACFT #2 COMING AND THOUGHT HE WAS GOING TO STOP FOR WE WERE NOT COMPLETELY CLR OF TXWY T YET. ACFT #2 KEPT COMING ON TXWY T AND PASSED BEHIND US AT A VERY HIGH RATE OF SPD. THE CAPT ESTIMATED ACFT #2 WING (L) MISSED OUR ACFT #1 BY 10 FT. ACFT #2 EXITED RWY 31 ON THE HIGH SPD TXWY T AT A HIGH RATE OF SPD BTWN ACFT #1 AND ACFT #3 (AN RJ JET) INTO A VERY CONGESTED GND TFC AREA AT LGA. WE COULD OVERHEAR THE GND CTLR SCOLDING ACFT #2. ACFT #2'S EXCUSE WAS LGA TWR WANTED HIM TO TRY FOR 'TANGO;' OTHER LNDG ACFT WERE ON SHORT FINAL TO RWY 31.
