Narrative:

Maintenance heavy modification required rivets were not installed. While working an engineering order; service bulletin X figure 2 detail; frame 41&42 between stringers 10&11 l-hand side rivets were not installed to the reinforcement. The service bulletin states to xfer the existing rivet holes to the reinforcement. There are no rivets installed in the skin at this location. The service bulletin is incorrect and conflictive. Having improper reference material and lack of experience and the conflictive diagram to statement; the rivets were not installed.

Narrative: MAINT HVY MODIFICATION REQUIRED RIVETS WERE NOT INSTALLED.
