Narrative:
I was cleared by hwd ground control to taxi from fuel pumps to runway 28R. I entered a taxiway adjoining the fuel island at the intersection with taxiway a. I saw the fuel truck to my right; driving on taxiway a approaching the intersection. I continued to taxi expecting the truck to give way. Instead the truck increased speed; crossing my front and angling closer to me towards the fuel island; the driver waving to me as he went past. I applied heavy braking to avoid a collision. I was not warned about the truck by the ground controller. When I complained about the truck the controller told me he had no control over the vehicle (where it was operating) and told me to contact the airport management. Perhaps I am under an illusion that aircraft have the right of way on airports. I know with certainty that vehicles on hayward airport are becoming an increasing menace to aircraft. This is the third close encounter I have had at hayward and the second recently.

Title: A C172 PILOT TAXIING AT HWD HAD TO BRAKE HEAVILY TO AVOID A COLLISION WITH A FUEL TRUCK.
Narrative: I WAS CLRED BY HWD GND CTL TO TAXI FROM FUEL PUMPS TO RWY 28R. I ENTERED A TXWY ADJOINING THE FUEL ISLAND AT THE INTXN WITH TXWY A. I SAW THE FUEL TRUCK TO MY R; DRIVING ON TXWY A APCHING THE INTXN. I CONTINUED TO TAXI EXPECTING THE TRUCK TO GIVE WAY. INSTEAD THE TRUCK INCREASED SPD; XING MY FRONT AND ANGLING CLOSER TO ME TOWARDS THE FUEL ISLAND; THE DRIVER WAVING TO ME AS HE WENT PAST. I APPLIED HVY BRAKING TO AVOID A COLLISION. I WAS NOT WARNED ABOUT THE TRUCK BY THE GND CTLR. WHEN I COMPLAINED ABOUT THE TRUCK THE CTLR TOLD ME HE HAD NO CTL OVER THE VEHICLE (WHERE IT WAS OPERATING) AND TOLD ME TO CONTACT THE ARPT MGMNT. PERHAPS I AM UNDER AN ILLUSION THAT ACFT HAVE THE RIGHT OF WAY ON ARPTS. I KNOW WITH CERTAINTY THAT VEHICLES ON HAYWARD ARPT ARE BECOMING AN INCREASING MENACE TO ACFT. THIS IS THE THIRD CLOSE ENCOUNTER I HAVE HAD AT HAYWARD AND THE SECOND RECENTLY.
