Narrative:
I am filling out this report to document the FAA's lack of honesty in reporting causal factors that occur in operrors. The fact that they do not deal with the causal factors allows them to not deal with the deficiencies that led to the loss of situational awareness. Enclosed is the FAA report and my reply. It is self-explanatory. I am sending this report because these causal factors are becoming increasing more of a problem. Staffing in particular! Determined by area mgrs with no radar experience in the new york TRACON! Thank you for your time and attention and for giving employees an avenue to speak the truth.
