Narrative:
I received the following clearance 'K1 rv gayle.' this was read back to clearance with no amendments. The push back and taxi were uneventful. We were given the takeoff clearance with a caution for a departing B777. I departed runway 31L on runway heading. At approximately 500 ft we were directed to call departure 135.9. Changing frequency departure questioned if we had initiated the turn. Captain replied we were given radar vectors. Over an extremely static radio frequency we were advised to turn left to 180 degrees at greater than standard rate. The communication was complicated by the extremely poor radio frequency. We were then directed to call TRACON upon landing. After arriving at the hotel captain and myself phoned TRACON. TRACON asked if we had received the canarsie climb from the tower. We advised him that we never received any departure climb.

Title: CRJ200 CREW DOES NOT COMPLY WITH THE KENNEDY 1 SID DEPARTING JFK.
Narrative: I RECEIVED THE FOLLOWING CLRNC 'K1 RV GAYLE.' THIS WAS READ BACK TO CLRNC WITH NO AMENDMENTS. THE PUSH BACK AND TAXI WERE UNEVENTFUL. WE WERE GIVEN THE TAKEOFF CLRNC WITH A CAUTION FOR A DEPARTING B777. I DEPARTED RWY 31L ON RWY HDG. AT APPROX 500 FT WE WERE DIRECTED TO CALL DEP 135.9. CHANGING FREQ DEP QUESTIONED IF WE HAD INITIATED THE TURN. CAPT REPLIED WE WERE GIVEN RADAR VECTORS. OVER AN EXTREMELY STATIC RADIO FREQ WE WERE ADVISED TO TURN L TO 180 DEGS AT GREATER THAN STANDARD RATE. THE COM WAS COMPLICATED BY THE EXTREMELY POOR RADIO FREQ. WE WERE THEN DIRECTED TO CALL TRACON UPON LNDG. AFTER ARRIVING AT THE HOTEL CAPT AND MYSELF PHONED TRACON. TRACON ASKED IF WE HAD RECEIVED THE CANARSIE CLB FROM THE TWR. WE ADVISED HIM THAT WE NEVER RECEIVED ANY DEP CLB.
