Narrative:
After obtaining my IFR clearance for departure; I was advised by ground control to taxi to runway 24 (requires a taxi on the parallel taxiway a). I noticed a CE402C land and turn off onto taxiway C (expecting the aircraft to hold short of taxiway a; but taking nothing for granted kept my eyes open). Of course; this 'cowboy' cuts right in front of me causing me to step on the brakes (being a new jersey driver; I always anticipate someone doing something stupid and unexpected; so I didn't have to lock up my brakes). As the CE402C pilot cut me off; he was in the process of contacting ground; I keyed my microphone and indicated that I was just cut off. (I have no way of knowing if the tower controller told the pilot to taxi to the ramp on tower frequency or the pilot just assumed he was going to get priority treatment to the ramp.) however; the pilot apologized to the ground controller -- not me! It never surprises me when I see these cowboys working for air carrier Y. Just listening to the unprofessional exchanges with the controllers; listening to other air carrier Y flts reporting inbound VFR today under a 1300 ft overcast (while reporting at 1100 ft; sure doesn't sound like 500 ft below a ceiling); watching them taxi at 20+ KTS; it's amazing that they have such a good safety record.

Title: PA28 PLT TAXIING FOR TKOF IS FORCED TO BRAKE ABRUPTLY TO AVOID ACFT CLEARING THE RWY.
