Narrative:

Arriving dfw from over byp we were originally assigned ILS runway 17L. At 20-25 NM we were reassigned to ILS runway 18R. The WX at the time was heavy rain and lowering ceilings. While finishing up the briefing for runway 18R and checking the WX radar for cells; we were turned to final and cleared for the approach. Just outside ickel (approximately 1 NM) the controller came on and stated that we had been cleared to cross ickel at 3000 ft. At the time; my altitude was approximately 4000 ft. Both I and my co-pilot had understood the clearance to be ickel at or above 3000 ft. The controller gave us a tight turn back on to the localizer at ickel and the rest of approach was uneventful.

Title: AN MD83 FLT CREW ON APCH TO DFW GOT A LATE RWY CHANGE; MISUNDERSTOOD AN ATC CLEARANCE AND MISSED A CROSSING RESTRICTION AT ICKEL.

Narrative: ARRIVING DFW FROM OVER BYP WE WERE ORIGINALLY ASSIGNED ILS RWY 17L. AT 20-25 NM WE WERE REASSIGNED TO ILS RWY 18R. THE WX AT THE TIME WAS HEAVY RAIN AND LOWERING CEILINGS. WHILE FINISHING UP THE BRIEFING FOR RWY 18R AND CHKING THE WX RADAR FOR CELLS; WE WERE TURNED TO FINAL AND CLRED FOR THE APCH. JUST OUTSIDE ICKEL (APPROX 1 NM) THE CTLR CAME ON AND STATED THAT WE HAD BEEN CLRED TO CROSS ICKEL AT 3000 FT. AT THE TIME; MY ALT WAS APPROX 4000 FT. BOTH I AND MY CO-PLT HAD UNDERSTOOD THE CLRNC TO BE ICKEL AT OR ABOVE 3000 FT. THE CTLR GAVE US A TIGHT TURN BACK ON TO THE LOC AT ICKEL AND THE REST OF APCH WAS UNEVENTFUL.
