Narrative:
Maintenance failure in accomplishing taxi light replacement. Takeoff #1: first officer flying. Landing gear would not retract after takeoff. Aircraft still sensed it was on the ground. Accomplished jammed gear procedure in accordance with the fom and ECAM. Autothrottles; flight directors and autoplt fails when this happens. Did a fly-by to have gear position confirmed and observed by the tower. Position was normal. Landed the aircraft VFR. We were able to taxi to the gate. Maintenance found a taxi light bulb jammed in an area that blocked a ground shift sensor (maintenance replaced the bulb on a previous shift). The bulb was removed and maintenance did a reset of the landing system. Takeoff #2: captain flying. Landing gear would not retract after takeoff. Accomplished the same procedure as before. Landed VFR and taxied to the gate. Aircraft turned over to maintenance. The flight was then canceled. Unable to move gear handle and ECAM warning. Maintenance should account for removed components.

Title: AN AIRBUS A319 ACFT LANDING GEAR FAILED TO RETRACT DURING TKOF AFTER TWO SEPARATE ATTEMPTS.
Narrative: MAINT FAILURE IN ACCOMPLISHING TAXI LIGHT REPLACEMENT. TKOF #1: FO FLYING. LNDG GEAR WOULD NOT RETRACT AFTER TKOF. ACFT STILL SENSED IT WAS ON THE GND. ACCOMPLISHED JAMMED GEAR PROC IN ACCORDANCE WITH THE FOM AND ECAM. AUTOTHROTTLES; FLT DIRECTORS AND AUTOPLT FAILS WHEN THIS HAPPENS. DID A FLY-BY TO HAVE GEAR POS CONFIRMED AND OBSERVED BY THE TWR. POS WAS NORMAL. LANDED THE ACFT VFR. WE WERE ABLE TO TAXI TO THE GATE. MAINT FOUND A TAXI LIGHT BULB JAMMED IN AN AREA THAT BLOCKED A GND SHIFT SENSOR (MAINT REPLACED THE BULB ON A PREVIOUS SHIFT).
