Narrative:
Aircraft #1 (a B717) departed tpa and was about 10 mi southwest when he was given a right turn to 340 degrees. Aircraft #2 (an A319) departed tpa and was given a right turn to 360 degrees. Both aircraft were climbing to 12600 ft. Aircraft #2 started his turn and for an unknown reason rolled out on approximately a 300 degree heading. I expected him to turn to 360 degrees per his clearance and his readback. Aircraft #2 converged with aircraft #1.

Narrative: ACFT #1 (A B717) DEPARTED TPA AND WAS ABOUT 10 MI SW WHEN HE WAS GIVEN A R TURN TO 340 DEGS. ACFT #2 (AN A319) DEPARTED TPA AND WAS GIVEN A R TURN TO 360 DEGS. BOTH ACFT WERE CLBING TO 12600 FT. ACFT #2 STARTED HIS TURN AND FOR AN UNKNOWN REASON ROLLED OUT ON APPROX A 300 DEG HDG. I EXPECTED HIM TO TURN TO 360 DEGS PER HIS CLRNC AND HIS READBACK.
