Narrative:
While taxiing out; I observed 2 aircraft on frequency: one an aircraft doing touch-and-goes. The other a piper seneca that called inbound from a distance away. After completing my run-up; I performed a 360 degree sweep for traffic and noted the touch-and-go aircraft downwind for runway 23 (the runway in use) and did not see any other aircraft in the pattern or on final approach. I then proceeded toward the runway and announced my intentions to take off and depart east out of the pattern. I then heard the piper seneca announce that he was going around and saw him pass approximately 50 ft above and in front of me. I did not hear him announce that he was on final and did not see him until he announced his go around. A factor I believe was the fairly large hill just off the east end of the runway. I suspect I could not see him because he was low on final at that time and as I approached the runway; my left wing blocked any further opportunity to see him come over the top of the hill as I neared the runway.

Title: PLT OF HIGH WING SEL FAILS TO SEE ACFT ON FINAL WHEN ENTERING THE RWY FOR TKOF AT AN UNCONTROLLED ARPT. INBOUND ACFT EXECUTES GAR.
