Narrative:
Descending into hou we were cleared to cross jabbs at or above 4000 ft and cleared for the visual approach to runway 12R. Both the captain and I heard cleared to cross jabbs at or above 2000 ft and cleared for the visual approach to runway 12R. The captain read back; 'cleared to cross jabbs at or above 2000 ft; cleared for the visual approach runway 12R.' as we descended through 2500 ft the controller told us that we were clear to cross jabbs at or above 4000 ft. I leveled the aircraft off and the captain asked if they wanted us to climb back up. The controller said no and that he wished they would change the approach chart. Then he cleared us again for the visual approach to runway 12R. The approach chart for the ILS runway 12R needs to reflect 4000 ft if that is what is desired for this approach.

Narrative: DSNDING INTO HOU WE WERE CLRED TO CROSS JABBS AT OR ABOVE 4000 FT AND CLRED FOR THE VISUAL APCH TO RWY 12R. BOTH THE CAPT AND I HEARD CLRED TO CROSS JABBS AT OR ABOVE 2000 FT AND CLRED FOR THE VISUAL APCH TO RWY 12R. THE CAPT READ BACK; 'CLRED TO CROSS JABBS AT OR ABOVE 2000 FT; CLRED FOR THE VISUAL APCH RWY 12R.' AS WE DSNDED THROUGH 2500 FT THE CTLR TOLD US THAT WE WERE CLR TO CROSS JABBS AT OR ABOVE 4000 FT. I LEVELED THE ACFT OFF AND THE CAPT ASKED IF THEY WANTED US TO CLB BACK UP. THE CTLR SAID NO AND THAT HE WISHED THEY WOULD CHANGE THE APCH CHART. THEN HE CLRED US AGAIN FOR THE VISUAL APCH TO RWY 12R. THE APCH CHART FOR THE ILS RWY 12R NEEDS TO REFLECT 4000 FT IF THAT IS WHAT IS DESIRED FOR THIS APCH.
