Narrative:
On the executed missed approach to runway 15R our fuel load was now 5800 pounds. ZZZ had already started vectoring numerous other aircraft for ILS CAT ii runway 04R as visibility and RVR had rapidly deteriorated due to fog at the airport. We were then vectored in sequence for approach to runway 04R which was reported RVR 1200-700-800. We then observed once again numerous aircraft on TCAS being vectored. I then determined we did not have adequate fuel to reach our alternate; however we did have adequate fuel to attempt one approach for ILS CAT ii runway 04R and be able to safely fly to ZZZ1 which was closest suitable airport for the direction we were flying the approach. Said airport was reporting VFR. The flight operated was delayed in holding for some time. We had determined our fuel for divert at 7200 pounds. We were released from hold to proceed to ZZZ just before reaching our divert fuel. ZZZ had switched from CAT ii runway 04R to runway 15R with ZZZ approach controller reporting RVR runway 15R at 3000 ft and seemed to be improving. We were vectored in sequence behind numerous aircraft appearing on TCAS. We still had adequate fuel to fly approach to runway 15R with given WX. We reached the decision altitude unable to identify the approaching lighting system or the runway and executed a missed approach. The aircraft in front of us did the same. We then declared emergency fuel status with 5800 pounds of fuel as we were being vectored just east-southeast of ZZZ after executing missed approach to runway 15R. I felt it necessary to declare emergency fuel with said fuel onboard; number of aircraft awaiting approach to ILS CAT ii runway 04R that were in front of us; inadequate fuel to reach alternate airport dispatched; rapidly deteriorating RVR to runway 04R; and potential to land at ZZZ1 with only reserve fuel.

Narrative: ON THE EXECUTED MISSED APCH TO RWY 15R OUR FUEL LOAD WAS NOW 5800 LBS. I THEN DETERMINED WE DID NOT HAVE ADEQUATE FUEL TO REACH OUR ALTERNATE; HOWEVER WE DID HAVE ADEQUATE FUEL TO ATTEMPT ONE APCH FOR ILS CAT II RWY 04R AND BE ABLE TO SAFELY FLY TO ZZZ1 WHICH WAS CLOSEST SUITABLE ARPT FOR THE DIRECTION WE WERE FLYING THE APCH. SAID ARPT WAS RPTING VFR. THE FLT OPERATED WAS DELAYED IN HOLDING FOR SOME TIME. WE HAD DETERMINED OUR FUEL FOR DIVERT AT 7200 LBS. WE STILL HAD ADEQUATE FUEL TO FLY APCH TO RWY 15R WITH GIVEN WX. WE REACHED THE DECISION ALTITUDE UNABLE TO IDENTIFY THE APCHING LIGHTING SYSTEM OR THE RWY AND EXECUTED A MISSED APCH. THE ACFT IN FRONT OF US DID THE SAME. WE THEN DECLARED EMER FUEL STATUS WITH 5800 LBS OF FUEL AS WE WERE BEING VECTORED JUST EAST-SOUTHEAST OF ZZZ AFTER EXECUTING MISSED APCH TO RWY 15R. I FELT IT NECESSARY TO DECLARE EMER FUEL WITH SAID FUEL ONBOARD; NUMBER OF ACFT AWAITING APCH TO ILS CAT II RWY 04R THAT WERE IN FRONT OF US; INADEQUATE FUEL TO REACH ALTERNATE ARPT DISPATCHED; RAPIDLY DETERIORATING RVR TO RWY 04R; AND POTENTIAL TO LAND AT ZZZ1 WITH ONLY RESERVE FUEL.
