Narrative:
IFR aircraft northbound at 7000 ft was issued VFR traffic 3 times climbing (in clouds?). Turn was recommended. Evasive action taken. IFR aircraft questioned whether VFR aircraft was in VFR conditions. I believe VFR aircraft should have called on ground for IFR clearance.

Title: ZMP CTLR DESCRIBED CONFLICT BETWEEN IFR AT 7000 FT AND ISSUED VFR TFC THAT WAS REPORTED TO BE IN QUESTIONABLE VMC CONDITIONS.
Narrative: IFR ACFT NBOUND AT 7000 FT WAS ISSUED VFR TFC 3 TIMES CLBING (IN CLOUDS?). TURN WAS RECOMMENDED. EVASIVE ACTION TAKEN. IFR ACFT QUESTIONED WHETHER VFR ACFT WAS IN VFR CONDITIONS. I BELIEVE VFR ACFT SHOULD HAVE CALLED ON GND FOR IFR CLRNC.
