Narrative:
Pilot called airborne off of plk airport requesting IFR clearance to hro. No flight plan in the system. Pilot said he filed through 1-800-WX-brief. As plk is on our southern airspace boundary with ZME and ZME's radar coverage is minimal down in the area; we were delayed in issuing his clearance while we scrambled to put the flight plan in manually. This last minute scramble is disruptive; distracting and dangerous. Not to mention; the fact that about 25% of all IFR flight plans are missing from the system makes it look like we don't know what we're doing and undermines the flying community's confidence in our abilities. We are supposed to be providing a service and I truly believe FSS is failing miserably in that service. Air traffic at the facility levels are trying to pick up the slack and in doing so are adding unnecessary stress to an already stressful job.

Narrative: PLT CALLED AIRBORNE OFF OF PLK ARPT REQUESTING IFR CLRNC TO HRO. NO FLT PLAN IN THE SYS. PLT SAID HE FILED THROUGH 1-800-WX-BRIEF. WE ARE SUPPOSED TO BE PROVIDING A SVC AND I TRULY BELIEVE FSS IS FAILING MISERABLY IN THAT SVC.
