Narrative:
Aircraft called airborne off plk requesting an IFR flight to rvs. When we checked the NAS; the only flight plan in the system was for that aircraft from rvs to pts later in the day. The pilot said he had filed both flight plans at the same time through cou FSS via telephone. We filed the plk-rvs flight plan manually for the pilot.

Title: SGF CTLR CHRONICLES COU FSS FAILURE TO FILE IFR FLT PLAN.
Narrative: ACFT CALLED AIRBORNE OFF PLK REQUESTING AN IFR FLT TO RVS. WHEN WE CHKED THE NAS; THE ONLY FLT PLAN IN THE SYS WAS FOR THAT ACFT FROM RVS TO PTS LATER IN THE DAY. THE PLT SAID HE HAD FILED BOTH FLT PLANS AT THE SAME TIME THROUGH COU FSS VIA TELEPHONE. WE FILED THE PLK-RVS FLT PLAN MANUALLY FOR THE PLT.
