Narrative:
Cleared to taxi to runway 6L via kilo hold short of runway 6C on kilo. Runway 6R was/is under construction and there was active construction work at the time of taxi out and runway 6R was closed for takeoff/land. As we approached runway 6R I verbalized the crossing and noted the red/white illuminated runway 6R/24L hold short signage. As we crossed runway 6R I observed that the taxiway kilo signage was not illuminated west of runway 6R and did not see any red/white runway 6C/24C hold short signage. Taxiway kilo is fairly wide west of runway 6R at the crossing and I had an un-illuminated kilo marker to my far left and an un-illuminated kilo marker to my right. I could not determine from my position as I crossed runway 6R which way/where the kilo taxi stripe continued on the west side of runway 6R. The kilo taxi stripe continued to the right side and makes a bit of a right turn as you clear runway 6R. Neither the first officer or I saw the runway 6C/24C hold short lines as we crossed them. I stopped the aircraft as the opposite side hold short line (this would be the runway 6R/24L hold short line as you cleared runway 6C/24C) came into view. We were 15-20 ft over the runway 6C/24C hold short lines. There were no takeoffs or lndgs on runway 6C while we were in this position. Tower cleared an aircraft into position on runway 6C and cleared a downfield aircraft to cross runway 6C. At this time I notified tower of our position/condition (as I didn't want him to clear the aircraft for takeoff with us there) and tower cleared us to cross runway 6C join golf and hold short of runway 6L at the departure end. There were many threats here. The first officer and I talked about the taxi plan at the gate as soon as the weight and balance came up and showed that we would need runway 6L for departure. Runway 6L was advertised as the arrival runway with runway 6C being used for departure. I mentioned to the first officer that I was familiar with the airport; the first officer stated that he was comfortable with the taxi plan. We both had our plates out. The first officer was very active in helping with the taxi as we cleared the ramp and joined J2 to get to kilo. We both noted the approach and crossing of 6R. Here is where I believe we both went into sensory overload and were distracted enough to overshoot the hold short line. Problem 1. The kilo taxi line does not continue across runway 6R and the continuation of the kilo line west of runway 6R was not visible to us. The taxi line does not pick up on a straight line east to west as you cross; you must turn to the right a bit to rejoin the kilo line. This was a distraction as we were looking for the taxi line. Problem 2. There were many flashing red lights associated with the construction of runway 6R and the flashing yellow hold short lights for runway 6L are very visible and distracting as you cross runway 6R drawing your eye and attention completely across runway 6C. Problem 3. There were no red/white runway 6C/24C hold short signs visible as we crossed runway 6R. Both the first officer and I noted this to each other after we brought the aircraft to a stop. Are they not there; were they removed for construction; were they blocked from view by construction equipment? At night I look for and taxi by signage. I saw the un-illuminated taxiway kilo signs; admittedly I was looking for them but I believe that I would have seen the red/white runway 6C/24C hold short signs if they were there as I had just verbally noted the same type of signage as we approached runway 6R. We were at a very slow taxi speed as we were anticipating a stop and did not need to stop abruptly when the other hold short lines came into view. Suggestions for helping to prevent this error in the future: hard to say as this error has been an issue at cle for decades with the overlapping hold short areas for runway 6C/24C and 6R/24L. A verbiage change would help; instead of; in my example; 'taxi to runway 6L via kilo hold short of runway 6C on kilo' which makes you think you will be on taxiway kilo for the hold short event a change to 'taxi to runway 6L via kilo hold short runway 6C on runway 6R.' lets you know that you will not clear runway 6R before you have to hold short and more accurately reflects the true aircraft position while holding short. This is in addition to the crew briefing which notes the problems at cle.

Narrative: CLRED TO TAXI TO RWY 6L VIA KILO HOLD SHORT OF RWY 6C ON KILO. RWY 6R WAS/IS UNDER CONSTRUCTION AND THERE WAS ACTIVE CONSTRUCTION WORK AT THE TIME OF TAXI OUT AND RWY 6R WAS CLOSED FOR TKOF/LAND. AS WE APCHED RWY 6R I VERBALIZED THE CROSSING AND NOTED THE RED/WHITE ILLUMINATED RWY 6R/24L HOLD SHORT SIGNAGE. AS WE CROSSED RWY 6R I OBSERVED THAT THE TXWY KILO SIGNAGE WAS NOT ILLUMINATED W OF RWY 6R AND DID NOT SEE ANY RED/WHITE RWY 6C/24C HOLD SHORT SIGNAGE. ARE THEY NOT THERE; WERE THEY REMOVED FOR CONSTRUCTION; WERE THEY BLOCKED FROM VIEW BY CONSTRUCTION EQUIPMENT? AT NIGHT I LOOK FOR AND TAXI BY SIGNAGE. I SAW THE UN-ILLUMINATED TXWY KILO SIGNS; ADMITTEDLY I WAS LOOKING FOR THEM BUT I BELIEVE THAT I WOULD HAVE SEEN THE RED/WHITE RWY 6C/24C HOLD SHORT SIGNS IF THEY WERE THERE AS I HAD JUST VERBALLY NOTED THE SAME TYPE OF SIGNAGE AS WE APCHED RWY 6R. WE WERE AT A VERY SLOW TAXI SPEED AS WE WERE ANTICIPATING A STOP AND DID NOT NEED TO STOP ABRUPTLY WHEN THE OTHER HOLD SHORT LINES CAME INTO VIEW. SUGGESTIONS FOR HELPING TO PREVENT THIS ERROR IN THE FUTURE: HARD TO SAY AS THIS ERROR HAS BEEN AN ISSUE AT CLE FOR DECADES WITH THE OVERLAPPING HOLD SHORT AREAS FOR RWY 6C/24C AND 6R/24L. A VERBIAGE CHANGE WOULD HELP; INSTEAD OF; IN MY EXAMPLE; 'TAXI TO RWY 6L VIA KILO HOLD SHORT OF RWY 6C ON KILO' WHICH MAKES YOU THINK YOU WILL BE ON TXWY KILO FOR THE HOLD SHORT EVENT A CHANGE TO 'TAXI TO RWY 6L VIA KILO HOLD SHORT RWY 6C ON RWY 6R.' LETS YOU KNOW THAT YOU WILL NOT CLR RWY 6R BEFORE YOU HAVE TO HOLD SHORT AND MORE ACCURATELY REFLECTS THE TRUE ACFT POSITION WHILE HOLDING SHORT. THIS IS IN ADDITION TO THE CREW BRIEFING WHICH NOTES THE PROBLEMS AT CLE.
