Narrative:
Was called to flight at departure time for circuit breaker popped for anti-ice valve. Maintenance control notified for placard and manual procedures. Locked valve in open position as manual describes. Maintenance control service agent failed to inform me that downgrade was part of the procedure. As MEL manual is not available at jetway phone; logbook malfunction was deferred per MEL and manual procedures and flight dispatched. Maintenance control service did not relate to me all MEL procedures which were the performance downgrade pertaining to anti-ice valve inoperative. All manual procedures accomplished but was not informed of performance. MEL manual not avail at gate phone. Aircraft was past departure time.

Title: AT DEPARTURE TIME; AN MD80 MECHANIC DEFERRED AN ANTI-ICE VALVE. MEL PROCEDURE NOT AVAILABLE AT JETWAY. MECHANIC RELIED ON MAINT CONTROL FOR MEL PROCEDURE; BUT WAS NOT TOLD OF REQUIREMENT TO DOWNGRADE ACFT PERFORMANCE STATUS.
