Narrative:

The easton airport (esn) is undergoing runway resurfacing on runway 4/22. The lights for the airport are no longer pilot controled. The lights for runway 15/33 are turned on and off manually by the airport manager. On two separate occasions the lights were not turned on at night. There is not a NOTAM for the lights. This creates a hazard for aircraft arriving to the easton airport after dark.
