Narrative:

When tpa is on a north operation; local management directives require us to take all jet arrival traffic to runway 36L. This practice is in place at the request of the local airport authority/authorized for noise abatement. This informal noise program has been in effect for many yrs and is strictly enforced by FAA management. This practice results in numerous unnecessary runway xings because the FBO's are located east of runway 36R. This issue is further compounded by the fact that; due to our controller shortage; we are training new; very inexperienced controllers. We had a runway incursion just last week. The FAA should stop this involuntary noise procedure to enhance the safety of our airport operations.

Title: TPA CTLR VOICED CONCERN REGARDING FAA'S ENDORSEMENT OF INFORMAL ARPT NOISE POLICIES THAT RESULT IN INCREASED RWY CROSSINGS.

Narrative: WHEN TPA IS ON A N OP; LCL MGMNT DIRECTIVES REQUIRE US TO TAKE ALL JET ARR TFC TO RWY 36L. THIS PRACTICE IS IN PLACE AT THE REQUEST OF THE LCL ARPT AUTH FOR NOISE ABATEMENT. THIS ISSUE IS FURTHER COMPOUNDED BY THE FACT THAT; DUE TO OUR CTLR SHORTAGE; WE ARE TRAINING NEW; VERY INEXPERIENCED CTLRS. WE HAD A RWY INCURSION JUST LAST WK. THE FAA SHOULD STOP THIS INVOLUNTARY NOISE PROC TO ENHANCE THE SAFETY OF OUR ARPT OPS.
