The following training curriculum has not been followed. Continual recurrent training is not being given. Per our maintenance operations manual: training for maintenance controllers: individuals designated to the maintenance control department will be trained by the manager of maintenance control or his designee. Each newly appointed maintenance controller will be trained using the maintenance control training curriculum outlined in the following pages. In addition to this training they will also receive on-the-job training given by a maintenance coordinator or an experienced maintenance controller. This training will be documented on an OJT form and retained in each maintenance controller's training file. Recurrent training: recurrent training is provided annually to each company maintenance technician; including leads and supervisors; but excluding mgrs and higher. This training is designed to provide these maintenance personnel with information to maintain their competency. Individuals will be evaled; by the training department; to tailor the training to specific requirements of the maintenance personnel. Recurrent training is due 1 yr from the date of basic indoctrination or last recurrent training; whichever applies. However; it can be accomplished any time before the due date; but not to exceed 90 days after the date in which training is required. Recurrent training will be tailored differently each yr; if needed; and will include applicable general maintenance manual revisions over the past yr. It may also include; but is not limited to; a review of the basic indoctrination; special training pubs; recurring maintenance problems defined by the specified department; maintenance alerts; bulletins; or other material as outlined by the maintenance training department. Recurrent training will be accomplished through the maintenance training department; or its designee; by formal; informal; or audio-visual training procedures. Recurrent training will be recorded on the employee's record form. The due date of the next recurrent will be recorded on the record form. Maintenance control recurrent training is conducted on a continual basis. Company initial maintenance training course: the company initial maintenance training course is an 80-hour training class designed to satisfy the minimum training for those technicians that do not meet the 6 out of 24 month requirement of 14 crash fire rescue equipment 65.83 as outlined under the maintenance training program. The maintenance training form is an outline of maintenance items that will be covered under the guidance of an instructor; or a qualified designee; and accomplished through demonstration and practice. Maintenance training performed will be in accordance with instructions from approved manuals. Management personnel will receive a manager's training course on company operated aircraft. Completion of this course qualifies management personnel for airworthiness release authority/authorized provided the individual also possesses a valid airframe and or power plant license. While reviewing the general manual I noticed that I have not been getting continual recurrent training as outlined in the general manual. I have mentioned this problem several times over the course of a couple of months that this policy has not been followed to my manager and the maintenance training department. This is a lack of following polices and crash fire rescue equipment's. Implementing the policy as outlined in the general manual. Also a revision to the maintenance training curriculum is required to remove and add programs and policies that are no longer valid or are not in the curriculum. Also the maintenance training curriculum does not cover revisions as required by the general manual for recurrent training. Callback conversation with reporter revealed the following information: reporter stated his concerns are the training curriculum as spelled out in his company's general manual for the maintenance controllers is not being followed. As a maintenance controller; he feels he would not be considered current or legal under the far's if the required recurrent training is not complied with.

Narrative: THE FOLLOWING TRAINING CURRICULUM HAS NOT BEEN FOLLOWED. CONTINUAL RECURRENT TRAINING IS NOT BEING GIVEN. I HAVE MENTIONED THIS PROB SEVERAL TIMES OVER THE COURSE OF A COUPLE OF MONTHS THAT THIS POLICY HAS NOT BEEN FOLLOWED TO MY MGR AND THE MAINT TRAINING DEPT. THIS IS A LACK OF FOLLOWING POLICES AND CFR'S. IMPLEMENTING THE POLICY AS OUTLINED IN THE GENERAL MANUAL. ALSO A REVISION TO THE MAINT TRAINING CURRICULUM IS REQUIRED TO REMOVE AND ADD PROGRAMS AND POLICIES THAT ARE NO LONGER VALID OR ARE NOT IN THE CURRICULUM. ALSO THE MAINT TRAINING CURRICULUM DOES NOT COVER REVISIONS AS REQUIRED BY THE GENERAL MANUAL FOR RECURRENT TRAINING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: REPORTER STATED HIS CONCERNS ARE THE TRAINING CURRICULUM AS SPELLED OUT IN HIS COMPANY'S GENERAL MANUAL FOR THE MAINT CONTROLLERS IS NOT BEING FOLLOWED. AS A MAINT CONTROLLER; HE FEELS HE WOULD NOT BE CONSIDERED CURRENT OR LEGAL UNDER THE FAR'S IF THE REQUIRED RECURRENT TRAINING IS NOT COMPLIED WITH.
