Narrative:
After departing for a short flight we were climbing through 11500 ft for 14000 ft. The controller said; 'air carrier XXX are you climbing to 10000?' I; captain; said 'no we are out of 11500 to 14000 as assigned.' the controller then said 'ok climb to 14000 and cross druzz intersection at 10000 and 250 KTS.' I do think the initial altitude was 14000 ft; but we were very busy. The first officer (PF) had not turned on the packs after engine start; and I (PNF) was busy correcting bleeds and packs. Factors involved; not checking packs on after start checklist; inexperience on part of first officer who has only had 350 hours total time and seemed confused on many aspects of flight. Additionally I (PNF) should have verified climb instructions to 14000 ft. Note we have many very low time pilots flying. It makes the workload hard on the captain.

Title: AN MD80 APCHING ATL WITH A LOW TIME FO WAS GIVEN A RWY CHANGE ON A 15 NM FINAL. THE ACFT FAILED TO CAPTURE THE LOC BECAUSE OF FLT CREW DISTRACTIONS.
