Narrative:
While parked at ZZZ I observed a robinson R-22 aircraft in the vicinity of our parking spot operating in a careless and reckless manner. I cranked up my aircraft; picked the helicopter up into a hover; hovered taxied to an area adjacent to runway 15 for a parallel departure clear of the active. I conducted a 45 degree clearing turn; observed no conflicting traffic and made the necessary radio calls. I initiated a normal takeoff and began a climb after passing through etl. At approximately 75 ft altitude; I observed the robinson appear from my left and about 50 ft directly in front of me. I had to initiate a quick stop in order to avoid colliding with the other helicopter. I also observed that it did not appear the pilot of the other aircraft was wearing a headset and was not making any of the required calls. I tried to raise him on the CTAF frequency several times with no response.

Title: BELL 430 PILOT REPORTS NMAC WITH R22 AT 75 FEET DURING DEPARTURE. R22 PILOT IS APPARENTLY NOT USING RADIOS AT THIS CTAF ARPT AND IS NOT FLYING A NORMAL PATTERN.
Narrative: WHILE PARKED AT ZZZ I OBSERVED A ROBINSON R-22 ACFT IN THE VICINITY OF OUR PARKING SPOT OPERATING IN A CARELESS AND RECKLESS MANNER. I CRANKED UP MY ACFT; PICKED THE HELI UP INTO A HOVER; HOVERED TAXIED TO AN AREA ADJACENT TO RWY 15 FOR A PARALLEL DEP CLR OF THE ACTIVE. I CONDUCTED A 45 DEG CLRING TURN; OBSERVED NO CONFLICTING TFC AND MADE THE NECESSARY RADIO CALLS. I INITIATED A NORMAL TKOF AND BEGAN A CLB AFTER PASSING THROUGH ETL. AT APPROX 75 FT ALT; I OBSERVED THE ROBINSON APPEAR FROM MY L AND ABOUT 50 FT DIRECTLY IN FRONT OF ME. I HAD TO INITIATE A QUICK STOP IN ORDER TO AVOID COLLIDING WITH THE OTHER HELI. I ALSO OBSERVED THAT IT DID NOT APPEAR THE PLT OF THE OTHER ACFT WAS WEARING A HEADSET AND WAS NOT MAKING ANY OF THE REQUIRED CALLS. I TRIED TO RAISE HIM ON THE CTAF FREQ SEVERAL TIMES WITH NO RESPONSE.
