Narrative:

First officer forward window outer panes shattered explosively; with a loud bang. He put on oxygen mask; we declared an emergency and asked for direct ZZZ1 and low altitude for return to ZZZ. Center gave us direct ZZZ1 12000 ft. We began descent; reduced airspeed to 250 KTS; I put my mask on as a precaution. We notified dispatch via ACARS; notified the passenger and flight attendants over PA. I decided to land overweight; with 30 degrees flaps and no autobrakes. We landed at 211000 pounds and coasted to a stop with reverse. ATC sent the equipment; we had them verify no smoking brakes; and taxied to gate. At gate; with wheels chocked; I released parking brake.
