Narrative:

On initial climb from reno we were asked why we were not tracking localizer outbound. When we explained the new chart procedure and NOTAM instructed us to fly ATC heading and we were still on runway heading awaiting heading assignment. We were advised by departure that there had been no changes to procedure and we were supposed to be tracking localizer. ATC clearance from rno was reno 4 radar vectors to J92. Reno 4 is a new chart that has changed the departure procedure to fly assigned heading rather than track the localizer outbound. There is also an fdc NOTAM issued to show the same thing; fly heading off of runway 16R rather than track localizer outbound. While on initial climb we accepted wind drift that took us to the east of localizer course. When asked by ATC why we were not on course and explaining the chart and NOTAM; we were told by controller that there should have been no changes to departure procedure and we must track localizer. Not up to him to assign heading. Review chart procedure off of runway 16R rno. Reissue corrected chart; corrected NOTAM or advise facility involved of changes when they happen.

Narrative: ON INITIAL CLB FROM RENO WE WERE ASKED WHY WE WERE NOT TRACKING LOC OUTBOUND. WHEN ASKED BY ATC WHY WE WERE NOT ON COURSE AND EXPLAINING THE CHART AND NOTAM; WE WERE TOLD BY CTLR THAT THERE SHOULD HAVE BEEN NO CHANGES TO DEP PROC AND WE MUST TRACK LOC. NOT UP TO HIM TO ASSIGN HDG. REVIEW CHART PROC OFF OF RWY 16R RNO. REISSUE CORRECTED CHART; CORRECTED NOTAM OR ADVISE FACILITY INVOLVED OF CHANGES WHEN THEY HAPPEN.
