Narrative:
ZME clarksville sector has been using 132.1; when ZTL has been switching aircraft to ZME the aircraft come back saying an ATIS is being broadcast on that frequency. Management is aware; but says they have no other frequencys and the aircraft just have to talk over the ATIS. This is not safe and has been like this for a few days.

Title: ZTL CTLR DESCRIBED FREQ ANOMALY; WHEN ACFT ARE CHANGED TO ZME 132.1 ACFT INDICATE ATIS INTERFERENCE.
Narrative: ZME CLARKSVILLE SECTOR HAS BEEN USING 132.1; WHEN ZTL HAS BEEN SWITCHING ACFT TO ZME THE ACFT COME BACK SAYING AN ATIS IS BEING BROADCAST ON THAT FREQ. MGMNT IS AWARE; BUT SAYS THEY HAVE NO OTHER FREQS AND THE ACFT JUST HAVE TO TALK OVER THE ATIS. THIS IS NOT SAFE AND HAS BEEN LIKE THIS FOR A FEW DAYS.
