Narrative:

Ice was noted on the wings prior to gate departure. We contacted dfw operations to coordinate deicing. Dfw operations did their best to pass along the information to ramp personnel. A ramp agent entered the cockpit and stated that he did not want to deice the aircraft. When we assured him that deicing was required; he told us that he was sure the aircraft didn't require deicing because the previous aircraft departed without deicing. This confrontation was finally solved when we indicated that we would not leave until the deicing was completed or the ice melted. The deicing location depicted on the station charts/information was not correct and appeared to be based on a previous gate location from last yr. The radio on the deicing truck was nearly dysfunctional. The same ramp agent involved in the previous confrontation took over a half hour to actually begin the deice procedure. These unnecessary delays jeopardized numerous connections down-line. While we were waiting to deice; a dozen aircraft were either requesting deicing or in the process of being deiced. Dfw appears to have a generally careless attitude toward deicing. Update station charts to show the proper location for deicing; repair and maintain ground deicing equipment (radios); emphasis to ramp agent the importance of deicing through additional training.

Title: B737-400 CAPTAIN RELATES CARELESS ATTITUDE TOWARD THE NECESSITY FOR DEICING BY RAMP PERSONNEL.

Narrative: ICE WAS NOTED ON THE WINGS PRIOR TO GATE DEP. WE CONTACTED DFW OPS TO COORDINATE DEICING. DFW OPS DID THEIR BEST TO PASS ALONG THE INFO TO RAMP PERSONNEL. A RAMP AGENT ENTERED THE COCKPIT AND STATED THAT HE DID NOT WANT TO DEICE THE ACFT. WHEN WE ASSURED HIM THAT DEICING WAS REQUIRED; HE TOLD US THAT HE WAS SURE THE ACFT DIDN'T REQUIRE DEICING BECAUSE THE PREVIOUS ACFT DEPARTED WITHOUT DEICING. THIS CONFRONTATION WAS FINALLY SOLVED WHEN WE INDICATED THAT WE WOULD NOT LEAVE UNTIL THE DEICING WAS COMPLETED OR THE ICE MELTED. THE DEICING LOCATION DEPICTED ON THE STATION CHARTS/INFO WAS NOT CORRECT AND APPEARED TO BE BASED ON A PREVIOUS GATE LOCATION FROM LAST YR. THE RADIO ON THE DEICING TRUCK WAS NEARLY DYSFUNCTIONAL. THE SAME RAMP AGENT INVOLVED IN THE PREVIOUS CONFRONTATION TOOK OVER A HALF HR TO ACTUALLY BEGIN THE DEICE PROC. THESE UNNECESSARY DELAYS JEOPARDIZED NUMEROUS CONNECTIONS DOWN-LINE. UPDATE STATION CHARTS TO SHOW THE PROPER LOCATION FOR DEICING; REPAIR AND MAINTAIN GND DEICING EQUIP (RADIOS); EMPHASIS TO RAMP AGENT THE IMPORTANCE OF DEICING THROUGH ADDITIONAL TRAINING.
