Narrative:
Aircraft departing valley approach control (vicinity of harlingen; tx) attempted contact with me (ZHU controller) twice. I never heard the aircraft on frequency 128.15. I was made aware of this when the valley approach controller called me to inform me that the aircraft returned to their frequency. I instructed valley to have the aircraft try me again at which time I observed the receive indication lights on the vscs equipment twinkle. I then transmitted for the aircraft to 'try me again.' at this point the receiver started to work again.
