Narrative:

I was captain on aircraft X. We were in the deice pad along with (if I remember correctly) 3 other aircraft. Aircraft Y was to the left of my aircraft; 2 deice parking spots to the south. The deice crew had just finished deicing my aircraft and; over the radio; said; 'aircraft X; your deice information is...' immediately after he was finished reading the numbers; I heard someone else read them back. Although they may have read back their airplane number; I did not hear who read my deice information back. I did hear the deice crew say 'aircraft X;' so I got on the radio and said; 'verify that information was for aircraft X.' the deice crew did reply with; 'affirmative; aircraft X that was for you' to which I replied; 'roger; I copied the numbers but someone else read them back.' since there were (I think) 3 other aircraft in the deice pad and lots of activity; I did not hear who actually read my flight's deice information back. Approximately 1 min later; I hear a panicked 'stop; stop; stop' over the deice frequency. So I immediately looked out my left window and saw aircraft Y starting its taxi. Before I could even reach for the microphone myself I saw the right wingtip come in contact with the deice truck. I cannot answer for another flight crew; but I think it's obvious that since they read back the deice information; they thought that the deice crew was finished with deicing their aircraft and were cleared to taxi ahead. Believe it or not; this occurs very often. I have heard other aircraft answer for other aircraft before. There is a lot going on in the deice pad and there was deice numbers being read over the radio almost constantly. Obviously diligence in listening to the radio is a must. But perhaps introducing another frequency to the deice pad may help. Why have 5-10 aircraft all on 1 frequency? Split the deice pad up into sections and have each section use a different frequency. Perhaps also; aircraft should not taxi out of the deice pad until there is a person with wands in front (or to the side) of the aircraft confirming that that aircraft is indeed cleared to taxi.

APPROX 1 MIN LATER; I HEAR A PANICKED 'STOP; STOP; STOP' OVER THE DEICE FREQ. SO I IMMEDIATELY LOOKED OUT MY L WINDOW AND SAW ACFT Y STARTING ITS TAXI. BEFORE I COULD EVEN REACH FOR THE MIKE MYSELF I SAW THE R WINGTIP COME IN CONTACT WITH THE DEICE TRUCK. I CANNOT ANSWER FOR ANOTHER FLT CREW; BUT I THINK IT'S OBVIOUS THAT SINCE THEY READ BACK THE DEICE INFO; THEY THOUGHT THAT THE DEICE CREW WAS FINISHED WITH DEICING THEIR ACFT AND WERE CLRED TO TAXI AHEAD. BELIEVE IT OR NOT; THIS OCCURS VERY OFTEN. I HAVE HEARD OTHER ACFT ANSWER FOR OTHER ACFT BEFORE. THERE IS A LOT GOING ON IN THE DEICE PAD AND THERE WAS DEICE NUMBERS BEING READ OVER THE RADIO ALMOST CONSTANTLY. OBVIOUSLY DILIGENCE IN LISTENING TO THE RADIO IS A MUST. BUT PERHAPS INTRODUCING ANOTHER FREQ TO THE DEICE PAD MAY HELP. WHY HAVE 5-10 ACFT ALL ON 1 FREQ? SPLIT THE DEICE PAD UP INTO SECTIONS AND HAVE EACH SECTION USE A DIFFERENT FREQ. PERHAPS ALSO; ACFT SHOULD NOT TAXI OUT OF THE DEICE PAD UNTIL THERE IS A PERSON WITH WANDS IN FRONT (OR TO THE SIDE) OF THE ACFT CONFIRMING THAT THAT ACFT IS INDEED CLRED TO TAXI.
