Narrative:
B737 requested lower for WX. Lower was issued and a change in clearance had to be issued as well. The new route placed aircraft in restr area. Aircraft was turned to remain clear too late.

Narrative: B737 REQUESTED LOWER FOR WX. LOWER WAS ISSUED AND A CHANGE IN CLRNC HAD TO BE ISSUED AS WELL. THE NEW RTE PLACED ACFT IN RESTR AREA. ACFT WAS TURNED TO REMAIN CLR TOO LATE.
