Narrative:
King air broke altitude assignment and I told the king air pilot. The king air pilot then maintained VFR conditions to assigned altitude. Contributing factor: lex radar controller usually transmits on 12 frequencys and listens to 12 frequencys all the time. Corrective action: should put all aircraft on 1 frequency.

Narrative: KING AIR BROKE ALT ASSIGNMENT AND I TOLD THE KING AIR PLT. THE KING AIR PLT THEN MAINTAINED VFR CONDITIONS TO ASSIGNED ALT. CONTRIBUTING FACTOR: LEX RADAR CTLR USUALLY XMITS ON 12 FREQS AND LISTENS TO 12 FREQS ALL THE TIME. CORRECTIVE ACTION: SHOULD PUT ALL ACFT ON 1 FREQ.
