Narrative:
For over 11 yrs midland (maf) approach has worked the approach for san angelo; tx (sjt). Sjt airspace is 12000 ft ceiling; maf 13000 ft. Many times (more than 30) over the yrs; I have heard 13000 ft issued to aircraft at sjt. Through suggestions; qtp; facility advisory boards. I have recommended airspace ceilings be made the same to no avail. On feb/sun/06; 13000 ft was issued to a learjet; yet no one realized this mistake. This time unlike many others; an operational deviation occurred. Recently the TRACON has 'changed position;' put maf east side of room sjt west; until 3 months this was reversed -- 11 yrs. I feel this FLIP helped contribute to the error. This could be solved by lowering maf airspace to 12000 ft or raising sjt. FAA management is unwilling to discuss this with ZFW or ZHU.
