Narrative:
Aircraft was given descent clearance in plenty of time to avoid a high sector in cyul. Aircraft descended very sluggishly and encroached on uncoordinated airspace. Supplemental information from acn 767086: air carrier X airspace deviation with montreal alymer sector. The aircraft's slow descent rate combined with an incorrect assumption by the radar controller that montreal valley sector controller was assuming responsibility for airspace separation with alymer sector. Lack of appropriate LOA's and common practice led to deviation.

Title: ZBW CTLR EXPERIENCED OPDEV WHEN FAILING TO MONITOR DESCENT RATE OF ACFT AND ENTERED ANOTHER SECTOR WITHOUT COORD.
Narrative: ACFT WAS GIVEN DSCNT CLRNC IN PLENTY OF TIME TO AVOID A HIGH SECTOR IN CYUL. ACFT DSNDED VERY SLUGGISHLY AND ENCROACHED ON UNCOORDINATED AIRSPACE.
