Narrative:
There was widespread chop at all flight levels. I offered air carrier X early descent to FL240 and routing direct cty; as per our SOP. The R-17 controller ordered me to issue FL270 to air carrier X. The resulting descent to FL260 and back to FL270 could be an operational deviation. Management was notified.
