Narrative:
On initial contact; CRJ900 was given the following clearance: 'descend via the honie 5 arrival runway 28.' approximately 5 mi southwest of fogog; I observed CRJ900 altitude to be at 11700 ft. I told CRJ900 it appeared he had descended early and to maintain at or above 11000 ft until fogog. The altitude at fogog is 12000 ft; but since CRJ900 had already started down; I assigned an altitude that would keep him in my airspace and not conflict with departures. If the CRJ900 had continued to descend to the altitude of the next fix (7000 ft); he would have been in conflict with departing traffic that was climbing to 10000 ft. In 2 previous reports; I suggested ways to avoid these anomalies. However; since this anomaly is the 3RD of 4 I have had in the matter of 3 days; it has become quite apparent to me that the descend via procedures into atl airport should be discontinued. Safety is being compromised.

Title: A80 CTLR VOICED CONCERN REGARDING ACR'S EARLY DSCNT ON THE HONIE RNAV ARR; NOTING MULTIPLE OCCURRENCES AND SEPARATION CONCERNS.
Narrative: ON INITIAL CONTACT; CRJ900 WAS GIVEN THE FOLLOWING CLRNC: 'DSND VIA THE HONIE 5 ARR RWY 28.' APPROX 5 MI SW OF FOGOG; I OBSERVED CRJ900 ALT TO BE AT 11700 FT. I TOLD CRJ900 IT APPEARED HE HAD DSNDED EARLY AND TO MAINTAIN AT OR ABOVE 11000 FT UNTIL FOGOG. THE ALT AT FOGOG IS 12000 FT; BUT SINCE CRJ900 HAD ALREADY STARTED DOWN; I ASSIGNED AN ALT THAT WOULD KEEP HIM IN MY AIRSPACE AND NOT CONFLICT WITH DEPS. IF THE CRJ900 HAD CONTINUED TO DSND TO THE ALT OF THE NEXT FIX (7000 FT); HE WOULD HAVE BEEN IN CONFLICT WITH DEPARTING TFC THAT WAS CLBING TO 10000 FT. IN 2 PREVIOUS RPTS; I SUGGESTED WAYS TO AVOID THESE ANOMALIES. HOWEVER; SINCE THIS ANOMALY IS THE 3RD OF 4 I HAVE HAD IN THE MATTER OF 3 DAYS; IT HAS BECOME QUITE APPARENT TO ME THAT THE DSND VIA PROCS INTO ATL ARPT SHOULD BE DISCONTINUED. SAFETY IS BEING COMPROMISED.
