Narrative:

Air carrier X departed runway 36R. According to SID; he should have made a turn to a heading of 025 degrees. I was working the runway 36L local control position; and I had no aircraft off my runway; but had I; this aircraft quite possibly could have caused a collision because he did not make the turn. This is a rather occurrence (aircraft not turning in accordance with SID) and it seems nothing ever comes of it. I believe that an unsafe situation is caused by the possibility that pilots won't make these turns that separate them from traffic departing the parallel runway.

Title: CLT CTLR VOICED CONCERN REGARDING DEP THAT FAILED TO TURN VIA THE SID; ALLEGING ROUTINE OCCURRENCES OF SAME.

Narrative: ACR X DEPARTED RWY 36R. ACCORDING TO SID; HE SHOULD HAVE MADE A TURN TO A HDG OF 025 DEGS. I WAS WORKING THE RWY 36L LCL CTL POS; AND I HAD NO ACFT OFF MY RWY; BUT HAD I; THIS ACFT QUITE POSSIBLY COULD HAVE CAUSED A COLLISION BECAUSE HE DID NOT MAKE THE TURN. THIS IS A RATHER OCCURRENCE (ACFT NOT TURNING IN ACCORDANCE WITH SID) AND IT SEEMS NOTHING EVER COMES OF IT. I BELIEVE THAT AN UNSAFE SITUATION IS CAUSED BY THE POSSIBILITY THAT PLTS WON'T MAKE THESE TURNS THAT SEPARATE THEM FROM TFC DEPARTING THE PARALLEL RWY.
