Airways facilities (sjc) was not dispatched for over 5 hours due to staffing. Increased workload to both nct and sjc controllers. Radar was finally restored. Reason for loss not receiving data via T1 line from nct.

Narrative: AIRWAYS FACILITIES (SJC) WAS NOT DISPATCHED FOR OVER 5 HRS DUE TO STAFFING. INCREASED WORKLOAD TO BOTH NCT AND SJC CTLRS. RADAR WAS FINALLY RESTORED. REASON FOR LOSS NOT RECEIVING DATA VIA T1 LINE FROM NCT.
