Narrative:
The sector was busy and complex; requiring more than 3/4 of aircraft requiring vectors for climb and descent. Aircraft were being 'stair stepped' up and down due to heavy traffic. Aircraft X (PC12) was being vectored away from aircraft departing psp; mainly aircraft Z. Aircraft Z climbed to FL190 and vectored north. Aircraft X descended FL200. Aircraft Y (PC12) cleared direct GPS at FL190. Aircraft X issued heading 210 degrees to get towards psp and parallel aircraft Y aircraft. Aircraft X descended 17000 ft; other clrncs issued to other aircraft. Conflict alert activated after separation lost. Aircraft X and aircraft Y descended 17000 ft; further vectors not needed. Aircraft were passing.
