Narrative:
At FL280 on the TIGGR1 arrival; the first officer was adjusting the thrust levers and inadvertently hit the toga buttons and looked at me. I instructed him to fly the aircraft. He took the flight controls and pitched into the flight bars. Realizing the pitch of the toga buttons was indicating a climb; I told him to descend. He did not react immediately to my instruction. I pushed forward on the yoke. We climbed 200-300 ft above FL280. We descended back to altitude. We discussed the use of automation. Also verifying the flight director compared to what the aircraft should be doing.

Title: CARJ FO INADVERTENTLY ENGAGES TOGA DURING DESCENT. ALTDEV RESULTS.
Narrative: AT FL280 ON THE TIGGR1 ARR; THE FO WAS ADJUSTING THE THRUST LEVERS AND INADVERTENTLY HIT THE TOGA BUTTONS AND LOOKED AT ME. I INSTRUCTED HIM TO FLY THE ACFT. HE TOOK THE FLT CTLS AND PITCHED INTO THE FLT BARS. REALIZING THE PITCH OF THE TOGA BUTTONS WAS INDICATING A CLB; I TOLD HIM TO DSND. HE DID NOT REACT IMMEDIATELY TO MY INSTRUCTION. I PUSHED FORWARD ON THE YOKE. WE CLBED 200-300 FT ABOVE FL280. WE DSNDED BACK TO ALT. WE DISCUSSED THE USE OF AUTOMATION. ALSO VERIFYING THE FLT DIRECTOR COMPARED TO WHAT THE ACFT SHOULD BE DOING.
