Narrative:
We arrived at gate at the start of the day. When we walked onto the airplane 20-30 passenger had boarded the airplane without the flight attendant on board. I stopped the rest of the passenger in the jetway. Just then the flight attendant arrived at the gate. Later; boarding started again. I talked to the station supervisor and the duty flight manager. He said we were still good to go but that the first flight attendant and I should file these reports. I was told the agent had rushed over from another flight to help with this late flight. I think that we have too few agents; and that contributed to this mistake.
