Narrative:
While working; I observed an unsafe situation developing next to me. The controller working that sector had become extremely busy with a large number of aircraft on frequency. His sector had a significant amount of WX in it; and he was dealing with heavy deviations; but northbound and sbound. He was also tasked with obtaining extensive mi-in-trail restrs for aircraft bound to mco; clt; fll; and the caribbean. This controller became too busy to provide information regarding depicted precipitation to his aircraft on frequency. He informed the supervisor that he was no longer able to 'call the WX.' the supervisor responded by saying 'ok;' and took no action to slow traffic or help the controller 'call the WX.' a controller will be disciplined for not 'calling the WX;' and obviously 'not calling the WX' creates an unsafe situation for every aircraft on frequency. ZJX management and tmu never take any action to slow down traffic to a point where we can provide the WX and safety information that we are required to.

Title: ZJX CTLR WITNESSED ADJACENT SECTOR ENCOUNTER HVY/COMPLEX TFC; CTLR UNABLE TO ISSUE WX INFO; CITING FAILED TFC MGMNT AS CONTRIBUTORY.
Narrative: WHILE WORKING; I OBSERVED AN UNSAFE SITUATION DEVELOPING NEXT TO ME. THE CTLR WORKING THAT SECTOR HAD BECOME EXTREMELY BUSY WITH A LARGE NUMBER OF ACFT ON FREQ. HIS SECTOR HAD A SIGNIFICANT AMOUNT OF WX IN IT; AND HE WAS DEALING WITH HVY DEVS; BUT NBOUND AND SBOUND. HE WAS ALSO TASKED WITH OBTAINING EXTENSIVE MI-IN-TRAIL RESTRS FOR ACFT BOUND TO MCO; CLT; FLL; AND THE CARIBBEAN. THIS CTLR BECAME TOO BUSY TO PROVIDE INFO REGARDING DEPICTED PRECIP TO HIS ACFT ON FREQ. HE INFORMED THE SUPVR THAT HE WAS NO LONGER ABLE TO 'CALL THE WX.' THE SUPVR RESPONDED BY SAYING 'OK;' AND TOOK NO ACTION TO SLOW TFC OR HELP THE CTLR 'CALL THE WX.' A CTLR WILL BE DISCIPLINED FOR NOT 'CALLING THE WX;' AND OBVIOUSLY 'NOT CALLING THE WX' CREATES AN UNSAFE SITUATION FOR EVERY ACFT ON FREQ. ZJX MGMNT AND TMU NEVER TAKE ANY ACTION TO SLOW DOWN TFC TO A POINT WHERE WE CAN PROVIDE THE WX AND SAFETY INFO THAT WE ARE REQUIRED TO.
