Narrative:
While in the descent at 250 KTS; ATC gave new heading and speed 210 KTS 30 mi west of ZZZ. This is when I used a 1-4 position flight spoilers to reduce our speed. Shortly thereafter; 2 caution messages appeared: outboard spoilerons and outboard flight spoilers. I retracted the flight spoilers and took the radios; continuing flying while the first officer ran the QRH checklists for both items. We communicated to dispatch and received increased landing distance numbers. Emergency was declared as a precaution as our landing distance had increased putting more reliance on brakes to stop the aircraft. No abnormal flight handling; landed and taxied to the gate with no further problems; discrepancies were put in the logbook and maintenance met the aircraft shortly after and performed the reset procedure from a service letter.

Title: AFTER UTILIZING FLT SPOILERS TO SLOW THE CRJ 700 FOR ARRIVAL; CAUTION MESSAGES APPEARED FOR OUTBOARD SPOILERONS AND FLT SPOILERS. FLT CREW DECLARED AN EMER FOR INCREASED LNDG DISTANCE REQUIRED.

I RETRACTED THE FLT SPOILERS AND TOOK THE RADIOS; CONTINUING FLYING WHILE THE FO RAN THE QRH CHKLISTS FOR BOTH ITEMS. WE COMMUNICATED TO DISPATCH AND RECEIVED INCREASED LNDG DISTANCE NUMBERS. EMER WAS DECLARED AS A PRECAUTION AS OUR LNDG DISTANCE HAD INCREASED PUTTING MORE RELIANCE ON BRAKES TO STOP THE ACFT. NO ABNORMAL FLT HANDLING; LANDED AND TAXIED TO THE GATE WITH NO FURTHER PROBS; DISCREPANCIES WERE PUT IN THE LOGBOOK AND MAINT MET THE ACFT SHORTLY AFTER AND PERFORMED THE RESET PROC FROM A SVC LETTER.
